Developed by philanthropist John Arnold and Boston College law professor Ray Madoff, the Initiative to Accelerate Charitable Giving policy proposal includes changes affecting private foundations and donor-advised funds distribution, as well as modifications to the charitable deduction for nonitemizers. At this point, no legislation has been introduced.
